Public invited to provide feedback on Richmond's proposed Consolidated 5 Year Financial Plan

Richmond, BC – The City of Richmond is inviting residents and taxpayers to provide feedback on its proposed Consolidated 5 Year Financial Plan (2026–2030), Bylaw No. 10727. The plan sets out how the City will fund services, infrastructure and utilities while meeting community needs over the next five years.
Feedback can be submitted until Sunday, January 18, 2026, online, by email or by written submission to City Hall.
Each year, Council approves three budgets:
- Operating Budget – funds day-to-day services, approved allocations for grants, and certain one-time expenditures
- Capital Budget – invests in new and replacement infrastructure and equipment
- Utility Budget – supports water, sewer, flood protection, garbage and recycling services
The Consolidated 5 Year Financial Plan is based on these budgets, economic forecasts and expected impacts on revenues and spending. It provides a long-term roadmap to manage City resources responsibly and ensures balanced annual operating budgets.

Bylaw No. 10727 is scheduled for Council consideration at the Regular Council Meeting on Monday, January 26, 2026, at 7:00pm, in Richmond City Hall Council Chambers.
